数字人民币APP境外版已支持210多个国家和地区手机号使用

人民网北京3月19日电 (黄盛)中国人民银行日前发布了境外来华人士数字人民币支付指南(以下简称“指南”)。根据指南,数字人民币App境外版,已经支持210多个国家和地区的手机号注册账号、开通钱包。境外来华人士开通匿名钱包不需要前往柜面,也不需要提供护照等身份信息或办理境内银行账户。

根据指南,境外来华人士可通过手机在“App Store”“Google Play”等应用商店搜索“e-CNY”关键字下载安装数字人民币APP境外版,然后打开该APP点击“注册”账号,继而“开通/添加钱包”选择任一已支持国际服务的运营机构,便可开通钱包,即e-CNY Wallet。

当需要付款时,境外来华人士通过该APP可使用“扫一扫”“付款码”等方式,并根据页面引导添加银行卡或选择“转数快”添加香港本地手机银行。用户无需提前为钱包充值,可直接使用银行卡进行支付,只需输入数字钱包支付密码便可完成支付。

另外,数字人民币APP境外版开通了商旅钱包功能,用户点击“充钱包”,使用银行卡为钱包充值。如此,不仅支付更便捷,还可在更多中国线上商户消费使用。使用银行卡充值的资金未用完的,可点击钱包翻转至钱包背面,点击“存银行”将剩余资金存回银行卡。

指南还明确,境外用户还可在运营机构柜面以人民币或外币现钞为钱包充值,柜面充值的资金未用完的,需要柜面兑换为现钞。香港用户也可通过“转数快”,使用香港当地银行账户为钱包充值,目前无需充值手续费。

另据了解,今年3月7日,国务院办公厅印发了《关于进一步优化支付服务提升支付便利性的意见》,明确要聚焦老年人、外籍来华人员等群体支付不便问题,多措并举打通服务堵点。中国人民银行坚持目标导向、问题导向,针对不同群体的支付习惯,持续深化支付服务场景建设,推动移动支付、银行卡、现金等多种支付方式并行发展、相互补充,提升支付服务的包容性,为老年人、外籍来华人员等群体提供更加优质、高效、便捷的支付服务,更好服务社会民生和高水平对外开放。

中国人民银行支付结算司日前表示,正持续丰富和优化各类支付服务供给,不断完善现代化支付清算网络,持续保障支付清算基础设施稳健高效运行,为经营主体发展、产品服务创新提供安全可靠的基础支撑。数据显示,2023年,中国人民银行支付清算系统处理业务219.81亿笔、金额8986.39万亿元;推动移动支付快速发展普及,深度融入交通、餐饮、购物、医疗、教育等各个民生领域,提升人民群众日常支付体验,我国移动支付普及率达到86%,居于世界领先地位;推进支付互联互通,“云闪付”等电子钱包接入主要线上移动支付场景,各类条码互认互扫取得积极进展,人民群众的支付方式选择权得到进一步保障;开展支付服务降费让利工作,推动支付行业向实体经济让利超300亿元,政策红利惠及广大小微企业和个体工商户。

此外,中国人民银行坚持统筹开放与安全,围绕推动金融高水平对外开放的目标任务,持续推进跨境支付体系建设,加快构建以人民币跨境支付系统(CIPS)为主渠道,银联等其他清算机构、商业银行多渠道发展的支付体系。截至2023年末,CIPS已接入1484家参与者,其中直接参与者139家,业务范围覆盖全球182个国家和地区。

People's Bank of China (PBOC) released recently the Digital Currency Payment Guide for Foreigners in China (hereinafter referred to as "the Guide"). According to the Guide, the overseas version of the digital yuan app now supports phone number registrations and wallet activation in more than 210 countries and regions. Overseas arrivals in China can open anonymous wallets without going to the counter or providing identity information such as passports or opening onshore bank accounts.

The Guide indicates that overseas arrivals in China can search for the keyword "e-CNY" in app stores such as "App Store" and "Google Play" to download and install the overseas version of the digital yuan app. By opening the app and clicking "Register" they can then choose any of the participating institutions that support international services to activate a wallet, known as the e-CNY Wallet.

When a payment is needed, overseas arrivals can use payment methods within the app such as "Scan to Pay" and "Payment Code", and follow the prompts to add a bank card or select "Faster Payment" to add a Hong Kong local mobile bank account. Users do not need to recharge their wallets in advance and can make payments directly using their bank cards, simply entering the payment password of the digital wallet to complete the transaction.

Moreover, the overseas version of the digital yuan app has enabled the business and travel wallet feature, where users can click "Recharge Wallet" and use their bank cards to recharge the wallet. This not only makes payments more convenient but also allows for consumption at more Chinese online merchants. If the funds recharged with a bank card are not used up, users can flip the wallet over to the back, click "Bank" and transfer the remaining funds back to their bank card.

The Guide also clarifies that overseas users can recharge their wallets with Renminbi or foreign cash at the counter of the operating institution. If there are unused funds after counter recharge, they need to be exchanged for cash at the counter. Hong Kong users can also recharge their wallets through "Faster Payment" using their local bank accounts, and currently, there is no recharge fee.

It is understood that on March 7 this year, the General Office of the State Council issued the "Opinions on Further Optimizing Payment Services and Enhancing Payment Convenience", which clarified the need to focus on the payment difficulties of elderly people and foreign arrivals in China, and to take multiple measures to unblock service bottlenecks. The People's Bank of China adheres to goal-oriented and problem-oriented principles, and continuously deepens the construction of payment service scenarios for different user groups, promoting the parallel development and complementarity of various payment methods such as mobile payment, bank cards, and cash, enhancing the inclusiveness of payment services. This aims to provide even better, more efficient, and convenient payment services for elderly people, foreign arrivals in China, and other groups, better serving social livelihoods and high-level opening up.

The Payment Settlement Department of the People's Bank of China stated recently that it is continuously enriching and optimizing various payment service supplies, constantly improving the modern payment clearing network, and continuously ensuring the stable and efficient operation of payment clearing infrastructure, providing safe and reliable basic support for the development of business entities and innovation in product services. Data shows that in 2023, the People's Bank of China's payment and settlement system processed 21.981 billion transactions with a total amount of 89.8639 trillion yuan; promoted the rapid development and popularization of mobile payment, deeply integrated into various people's livelihood sectors such as transportation, catering, shopping, medical care, and education, improving people's daily payment experience. The penetration rate of mobile payment in our country reached 86%, ranking among the world's leading positions; promoted payment interconnection, with electronic wallets like "Alipay" accessing major online mobile payment scenarios, and various code recognition and scanning have made positive progress, further ensuring people's right to choose payment methods; carried out payment service fee reduction and profit sharing, promoting the payment industry to provide more than 30 billion yuan of benefits to the real economy, with policy dividends benefiting a vast number of small and micro enterprises and individual business operators.

In addition, the People's Bank of China insists on balancing openness and security, focusing on the goal of promoting high-level financial opening up, and continuously promoting the construction of cross-border payment systems, accelerating the construction of a payment system with the RMB Cross-border Payment System (CIPS) as the main channel, and other clearing institutions such as UnionPay and commercial banks developing through multiple channels. By the end of 2023, CIPS has connected 1,484 participants, including 139 direct participants, with its business coverage spanning 182 countries and regions worldwide.
